Key takeaways

  • Illinois has no state license for coating contractors, but Chicago requires a city general contractor license for almost any paid construction work, including jobs that need no permit.
  • Chicago's Class E license covers projects up to $500,000, costs $300 a year and requires $1 million of liability insurance per occurrence.
  • Statewide, residential jobs over $1,000 need a signed written contract and the state's consumer rights pamphlet, and home repair contractors must carry liability insurance.
  • Illinois caps floor coatings at 250 grams of VOC per liter; an LLC costs $150 to form and $75 a year to keep.
  • Hands-on classes run at Epoxy Depot in Joliet and U.S. Resin Supply in Montgomery; around Chicago, normal highs stay below 50°F from November through March.

Illinois leaves contractor licensing to its cities, and Chicago’s rules are the ones that matter most: almost any paid construction work in the city needs a city general contractor license, including jobs that need no permit. Statewide, the Home Repair and Remodeling Act sets contract and insurance rules for residential jobs, and floor coatings are capped at 250 grams of VOC per liter. Two suppliers run hands-on classes in the Chicago area, and around Chicago the unheated-garage season runs from about April through October.

Do you need a license for epoxy floors in Illinois?

Not from the state. Illinois doesn’t license general contractors; at the state level it licenses roofers and plumbers, not flooring or coating work. Cities can require their own license or permit, so ask each one before you quote.

Chicago’s general contractor license

In Chicago, the Department of Buildings requires a general contractor license before you bid on, perform or supervise a “regulated activity” for pay. The definition covers work that needs a building permit and also work that is exempt from one, such as interior finish work, so a coating contractor working directly for an owner in the city needs its own license. A subcontractor working under a licensed general contractor doesn’t.

Class Largest project Liability insurance per occurrence Yearly fee
E $500,000 $1 million $300
D $4 million $2 million $900
C $10 million $2 million $1,300
B $20 million $3 million $1,800
A No limit $5 million $3,500

Pick the class for the largest project you expect; most residential coating work fits Class E. The license lasts one year, and the insurer must be authorized in Illinois with an A.M. Best rating of B+ or better. Apply through the Department of Buildings.

Chicago also requires an Architectural Surface Cleaning Permit from the Department of Public Health for sandblasting, grinding or chemical washing of any building or architectural surface. Ask the department whether your diamond grinding needs one before the job starts.

Statewide rules for home jobs

The Home Repair and Remodeling Act covers residential work across Illinois:

  • Before a residential contract is signed, give the customer the state’s “Home Repair: Know Your Consumer Rights” pamphlet; on jobs over $1,000 the customer also signs its acknowledgment form.
  • Over $1,000, get a signed written contract or work order with the total price, the parts and materials, and your business name and address before you start.
  • Carry liability insurance of at least $100,000 per person and $300,000 per occurrence for bodily injury, and $50,000 for property damage.

Contract wording and payment terms are covered in epoxy flooring contracts.

VOC limits: Illinois’s rule

Illinois caps the VOC content of floor coatings at 250 grams per liter, and industrial maintenance coatings at 340 g/L, for products made since July 1, 2009. The rule covers anyone who sells or applies a coating in Illinois, not only manufacturers; containers of one liter or less are exempt. The national limit for floor coatings is 400 g/L, so check the data sheet on anything you buy out of state before it goes on an Illinois floor.

Setting up the business: LLC, workers’ comp and safety

Forming an LLC costs $150 with the Secretary of State, and the annual report costs $75. A report filed more than 60 days late adds a $100 penalty.

Workers’ compensation is required from the first employee, part-time included; Illinois has no small-employer exemption. The Employee Classification Act goes further for construction: anyone working for a construction contractor is presumed to be an employee unless they’re free from your control, their work is outside your usual business, and they run an independently established business, or they pass the act’s separate test for sole proprietors and partnerships. Each misclassified worker is a separate violation. More on crews in hiring epoxy floor installers.

Safety rules are federal for private employers. Illinois’s state OSHA plan covers only public workers, so federal OSHA enforces the silica standard that applies when you grind concrete.

Long winters and humid August mornings: installing in Illinois

A typical high-solids floor epoxy, such as Sherwin-Williams ArmorSeal 1000 HS, needs air, slab and material between 50°F and 120°F, relative humidity no higher than 85%, and a slab at least 5°F warmer than the dew point. Illinois’s numbers:

City Normal January high Normal January low Average humidity at 6 a.m. Average humidity at noon
Chicago (O’Hare) 31.6°F 18.8°F 76–85% 54–70%
Rockford 29.1°F 14.5°F 79–90% 53–72%
Moline (Quad Cities) 31.8°F 14.8°F 77–89% 53–69%
Peoria 33.6°F 17.6°F 78–89% 54–71%
Springfield 35.9°F 19.9°F — —

Humidity ranges are the lowest and highest monthly averages across the year, read at 6 a.m. and noon standard time.

  • Plan the season. Normal daily highs stay below 50°F from November through March in Chicago, Rockford and Moline, and from December through February in Peoria and Springfield. Unheated garages are realistic from about April through October in the north and March through November downstate.
  • Cold slows the cure. The ArmorSeal epoxy takes foot traffic after 48 hours at 50°F instead of 24 at 77°F, and fully cures in 10 days instead of 7. Quote the longer times for spring and fall jobs, and see the slow season for winter work.
  • August mornings are wet. Average 6 a.m. humidity reaches 90% in August in Rockford, 89% in Peoria and Moline, and 85% in Chicago, at or above the 85% ceiling. By noon it averages 57–60% in all four, so schedule coats for late morning and afternoon.
  • Freeze and salt. Chicago averages 121 nights a year at or below freezing and Rockford 136, and Chicago’s snowfall averages 38 inches. Garage floors take tire-borne salt and slush all winter, so prep and the top coat matter. Test every slab for moisture by calcium chloride test (ASTM F1869) or in-slab humidity (ASTM F2170) before you coat.

Where the work is in Illinois

Illinois had 12,719,141 residents on July 1, 2025, the sixth-largest state, and added 16,108 people that year: net international migration (44,752) and births over deaths (10,903) outweighed a net loss of 40,017 to other states. Cook County alone has 5,194,625 residents. With DuPage, Lake, Will and Kane, the five largest counties, all in the Chicago area, hold 64% of the state’s people, which puts most of the market close to Chicago’s rules and to the classes in Joliet and Montgomery.
