Key takeaways
- Florida has no state license for flooring or painting, and since July 1, 2025 counties and cities may not require one either; a state license applies only if the job includes work in a licensed trade.
- Hands-on epoxy classes run in Orlando, Pompano Beach, Jacksonville, Tampa and Fort Lauderdale, from two-day classes at $495–500 to five-day courses at $1,750.
- An LLC costs $125 to form and $138.75 a year to keep; the annual report is due between January 1 and May 1, and a late one costs $400 more.
- Construction businesses need workers' comp from the first employee, and owners who are officers or LLC members count unless they hold an exemption.
- Average 7 a.m. humidity in Tampa, Orlando and Jacksonville runs 82–92% in every month, above the 85% limit on many floor-coating data sheets, so schedule coats after the morning.
Florida is an easy state to start a coating business in and a demanding one to cure a floor in. There is no state license for floor coatings, classes run in five cities, and setup costs are low. The challenge is the air: humidity, heat and storm season decide when you can put a coat down.
Do you need a license for epoxy floors in Florida?
No state license covers floor coatings. Florida licenses construction through the Construction Industry Licensing Board, in trade categories such as general, building, residential, roofing, plumbing, mechanical and pool contracting. Flooring and painting are not among them.
Florida law goes a step further. When a job’s scope doesn’t match one of the state’s licensed categories, a county or city may not require its own license for it either, and the statute names painting, flooring, tile and terrazzo among those job scopes. Local licenses that already existed were allowed to continue until July 1, 2025. Since that date no Florida county or city can require one for this work; Miami-Dade, for example, dropped its painting, flooring and concrete-finishing licenses.
Three things still need your attention:
- Work in a licensed trade. If the job includes structural repairs, plumbing, electrical or anything else in a state category, that part needs a licensed contractor. Interior remodeling is license-free only when no task in the project needs a state license.
- Building permits. The law removed local licenses, not permits. If the building department requires a permit for a job, you still pull it.
- Business registration. Counties and cities can still require a local business tax receipt, which is a registration, not a test of skill.
You can check a contractor’s license, or confirm whether a category is state-licensed, through the DBPR licensing portal.
Where to take an epoxy class in Florida
Florida is one of the best-served states for hands-on training. Five providers hold classes in Orlando, Pompano Beach, Jacksonville, Tampa and Fort Lauderdale, and the table further down lists each with its format, price and next dates.
The classes fall into two groups:
| Class type | Florida options | Price | Price per day |
|---|---|---|---|
| 2-day supplier class | One Stop Epoxy (Orlando), ResinForce (Jacksonville), U.S. Resin Supply (Fort Lauderdale) | $495–500 | about $250 ($495 ÷ 2 = $247.50) |
| 3-day intro | Epoxy Depot (Jacksonville, Tampa) | Ask the store | — |
| 5-day course | Xtreme Polishing Systems (Pompano Beach, Orlando) | $1,750 | $350 ($1,750 ÷ 5) |
The two-day classes put the material in your hands: at One Stop Epoxy each student builds a full flake floor and a metallic floor, start to finish. The five-day course adds more ground, including concrete testing, cove base and quartz, and Pompano Beach also runs it in Spanish. Pompano Beach is the place for pool decks: a separate two-day Stardek class covers that decorative system for $900.
Jacksonville has the most dates. Epoxy Depot runs its intro class there roughly every month, and ResinForce lists Jacksonville on its travelling schedule.
Setting up the business: LLC, annual report and workers’ comp
Forming an LLC costs $125 with the Florida Division of Corporations, covering the articles of organization and the registered agent designation. After that, every LLC files an annual report between January 1 and May 1, starting the year after it forms. The fee is $138.75. File late and you pay $400 more, a penalty Florida does not waive even if you never received a reminder.
Workers’ compensation starts earlier in construction than in most Florida industries. A construction business needs coverage from its first employee, and owners who are corporate officers or LLC members count as employees unless they file for an exemption. Get the exemption question settled before you hire your first helper or sign your first commercial job, because general contractors will ask for proof.
Safety rules on Florida jobs are federal. Florida has no state OSHA plan for private employers, so federal OSHA enforces the respirable silica standard that applies when you grind concrete. A grinder connected to a dust extractor built for silica dust is the normal way to stay inside it. Our guide to epoxy flooring business insurance covers what the policies cost.
Humidity, heat and hurricanes: installing in Florida
Coating data sheets set the limits, and Florida’s weather tests them every day. A typical high-solids floor epoxy, such as Sherwin-Williams ArmorSeal 1000 HS, needs air, slab and material between 50°F and 120°F, relative humidity no higher than 85%, and a slab at least 5°F warmer than the dew point. A typical polyaspartic, such as Deco-Crete’s Polyaspartic 90, works best between 60°F and 90°F and must not go down at or above 85% humidity.
Now compare Florida’s averages:
| City | Average humidity at 7 a.m. | Average humidity at 1 p.m. | Normal July high | Normal January low |
|---|---|---|---|---|
| Jacksonville | 85–92% | 48–63% | 91.9°F | 42.9°F |
| Orlando | 85–91% | 47–61% | 92.0°F | 49.5°F |
| Tampa | 82–89% | 51–64% | 91.0°F | 52.8°F |
| Miami | 78–86% | 55–66% | 90.6°F | 61.0°F |
Ranges are the lowest and highest monthly averages across the year.
What that means on the job:
- Prep in the morning, coat later. Average morning humidity sits at or above the 85% ceiling in Jacksonville, Orlando and Tampa in most months. Grind, repair and vacuum early, then put coats down once the humidity drops. Measure at the slab with a hygrometer and a surface thermometer rather than trusting the forecast.
- Watch the dew point after rain. A summer thunderstorm can push the dew point up within minutes. If the slab isn’t 5°F warmer than the dew point, moisture can condense on it and ruin adhesion.
- Heat shortens your working time. The same ArmorSeal epoxy gives you 4 hours of pot life at 77°F and 2 hours at 120°F, and Deco-Crete’s polyaspartic is rated at 15–20 minutes for a 100-gram mass, shorter in heat. In summer, mix smaller batches and keep kits out of the truck and the sun.
- North Florida winters can still be too cold. Jacksonville’s normal January low is 42.9°F, below the 50°F minimum on many epoxies. A garage slab can stay that cold well into the morning, so measure it.
- Test every slab for moisture. Data sheets require it, by calcium chloride test (ASTM F1869) or in-slab relative humidity (ASTM F2170). The polyaspartic above sets limits of 3 pounds per 1,000 square feet in 24 hours and 80% in-slab humidity.
- Plan around storm season. Atlantic hurricane season runs June 1 to November 30. Build slack into summer schedules and tell customers why a coat can move by a day.
On cure times, set expectations in writing. The ArmorSeal epoxy takes foot traffic after 24 hours at 77°F and fully cures in 7 days, and the polyaspartic above carries light traffic after 24 hours and vehicles after 7 days. Put both in the estimate so the customer knows when they get the garage back.
Where the work is in Florida
Florida had 23,462,518 residents on July 1, 2025, the third-largest population in the country, and it added 196,680 people that year, second only to Texas. The Orlando metro area, at 2,957,672, was one of the ten metros that grew the most. By percentage, the fastest-growing metro in the country was Ocala (3.4%), with Lakeland–Winter Haven and Punta Gorda (2.7% each) close behind. Miami-Dade County, at 2,802,029 people, is the seventh most populous county in the country.
Growth matters because new homes and new owners are where residential garage work comes from, and Central Florida is where most of the growth is. Commercial floors in showrooms, warehouses and restaurants, and outdoor decorative work such as pool decks, add to it.
Epoxy Business School classes in Florida
Epoxy Business School hasn’t scheduled a Florida class yet. Classes open state by state with partner trainers who install floors for a living, in the states where enough people ask for them. Before the two days on the slab, students complete The Epoxy Playbook: recorded installation training, with full installs you can replay, plus the business side of pricing, quoting and selling. It’s required before the hands-on class.
If you’re in Florida, leave your number below and we’ll text you when a class is set. If you’d rather start now, the classes in the table are running, and our license requirements by state cover the rules if you also work across the line in Georgia or Alabama.

Questions
Do I need a license to install epoxy floors in Florida?
No state license covers flooring or floor coatings in Florida, and since July 1, 2025 counties and cities may not require their own license for painting or flooring. You still need a licensed contractor for any part of the job in a state-licensed trade, such as structural or plumbing work, and you still need any building permit the job calls for.
Where can I take an epoxy flooring class in Florida?
Orlando, Pompano Beach, Jacksonville, Tampa and Fort Lauderdale all host hands-on classes, from two-day supplier classes at $495–500 to five-day courses at $1,750. The table on this page lists each one with its format, price and next dates where they are set.
How much does it cost to set up an LLC in Florida?
$125 to file the articles of organization with the registered agent designation, then $138.75 a year for the annual report, filed between January 1 and May 1. A report filed after May 1 costs $400 more, and that late fee is never waived.
Do I need workers' comp for an epoxy business in Florida?
Yes, from the first employee. In construction, Florida counts owners who are corporate officers or LLC members as employees unless they hold an exemption, so settle your own status before the first job.
What time of day should I coat a garage floor in Florida?
Usually late morning onward. Average 7 a.m. humidity in Tampa, Orlando and Jacksonville runs 82–92% all year, above the 85% ceiling on many epoxy and polyaspartic data sheets, and drops to about 47–64% by early afternoon. Check the slab temperature against the dew point before every coat.
