Key takeaways
- Residential work of $600 or more in a licensed trade needs a LARA license in Michigan; painting left the list in a 2018 law and floor coating has no trade of its own, so ask LARA before you quote.
- Floor coatings made since January 1, 2023 are capped at 100 grams of VOC per liter in Michigan; small manufacturers have until January 1, 2027.
- Michigan runs its own OSHA program, MIOSHA, for private employers, and workers' comp starts at three employees, or one working 35 hours a week for 13 weeks.
- An LLC costs $50 to form and $25 a year, with the annual statement due February 15.
- The closest scheduled hands-on classes are just over the Ohio line; normal highs stay below 50°F from November through March, and into April in the Upper Peninsula.
In Michigan, a state license can reach residential coating work: jobs of $600 or more in a licensed trade need a license from LARA, and floor coating sits in a gray zone you should settle before you quote. The state also caps floor coatings at 100 grams of VOC per liter, runs its own OSHA program, and has a short season, especially in the lake-effect snow belts and the Upper Peninsula. The closest scheduled hands-on classes are just over the Ohio line.
Do you need a license for epoxy floors in Michigan?
It depends on the job, so settle it before you quote. Michigan’s Department of Licensing and Regulatory Affairs (LARA) licenses residential builders and maintenance and alteration (M&A) contractors, and residential work of $600 or more in a licensed trade needs one of those licenses.
- The M&A trades: carpentry, concrete, excavation, insulation work, masonry, siding, roofing, screens and storm sash, gutters, tile and marble, house wrecking, swimming pools and basement waterproofing.
- What’s not on the list: a 2018 law took painting off it, and floor coating has no trade of its own.
- If LARA says you need a license: a 60-hour prelicensure course and a state exam, with a separate exam for each M&A trade.
Ask LARA in writing whether your coating work needs a license before your first job over $600, especially if the job includes concrete repair or basement waterproofing, which are licensed trades on their own. Keep the answer with your business records.
VOC limits: Michigan’s Rule 662
Since 2023, Michigan’s Rule 662 has applied the Ozone Transport Commission’s 2011 model rule for architectural and industrial maintenance coatings. For products manufactured on or after January 1, 2023:
| Category | Michigan limit | National limit |
|---|---|---|
| Floor coatings | 100 g/L | 400 g/L |
| Industrial maintenance coatings | 250 g/L | 450 g/L |
Products from manufacturers that make less than 1 million gallons of coating a year don’t have to meet these limits until January 1, 2027. The rule covers anyone who sells, uses or applies a coating in Michigan, so check the VOC figure on the data sheet before you stock a system bought out of state.
Setting up the business: LLC, workers’ comp and safety
Forming an LLC costs $50 with LARA’s Corporations Division, and the annual statement costs $25, due February 15 each year.
Workers’ compensation is required once you regularly employ three or more people at one time, part-time included, or at least one person 35 hours or more a week for 13 weeks or longer in the past 52 weeks. Below that, coverage is optional; get a quote before your first helper starts.
Safety rules are Michigan’s own. MIOSHA, the state’s OSHA program, covers private employers, so its construction standards, not federal OSHA’s, govern your job sites. Check MIOSHA’s rules on silica dust before you grind concrete.

Snow belts and a short season: installing in Michigan
A typical high-solids floor epoxy, such as Sherwin-Williams ArmorSeal 1000 HS, needs air, slab and material between 50°F and 120°F, relative humidity no higher than 85%, and a slab at least 5°F warmer than the dew point. Under Rule 662, also check that the product you choose is at or below 100 g/L. Michigan’s numbers:
| City | Normal January high | Normal January low | Average humidity at 7 a.m. | Average humidity at 1 p.m. |
|---|---|---|---|---|
| Detroit | 32.3°F | 19.2°F | 75–86% | 53–70% |
| Grand Rapids | 31.0°F | 18.6°F | 77–88% | 53–74% |
| Lansing | 30.6°F | 17.2°F | 77–89% | 54–74% |
| Flint | 29.9°F | 16.0°F | 76–88% | 53–72% |
| Sault Ste. Marie | 24.0°F | 8.4°F | 77–91% | 54–76% |
| Marquette (inland weather office) | 21.5°F | 7.2°F | — | — |
Humidity ranges are the lowest and highest monthly averages across the year.
- Plan the season. Normal daily highs stay below 50°F from November through March in Detroit, Grand Rapids, Lansing, Flint and Traverse City, and from November through April in Marquette and Sault Ste. Marie. Unheated garages are realistic from about April through October in the Lower Peninsula and May through October in the Upper Peninsula; heated basements and shops carry the winter (see the slow season).
- Cold slows the cure. The ArmorSeal epoxy takes foot traffic after 48 hours at 50°F instead of 24 at 77°F, and fully cures in 10 days instead of 7. Quote the longer times for spring and fall jobs.
- Late-summer mornings are wet. Average 7 a.m. humidity reaches 89% in September in Lansing, 88% in Grand Rapids and Flint, and 91% at Sault Ste. Marie, above the 85% ceiling, so start coating after the morning.
- Snow belts. Average snowfall runs 45 inches in Detroit, 78 in Grand Rapids, 87 in Muskegon, 120 at Sault Ste. Marie and 197 at the Marquette weather office. In the snow belts, garage floors take more salt and meltwater and slabs stay wet longer into spring, so test every slab for moisture by calcium chloride test (ASTM F1869) or in-slab humidity (ASTM F2170) before you coat.
Where the work is in Michigan
Michigan had 10,127,884 residents on July 1, 2025, the tenth-largest state, and added 27,922 people that year. It also gained more residents from other states than it lost (a net 1,796), after losses in every year of the decade’s estimates before that; net international migration (30,706) did most of the growing, since deaths slightly outnumbered births. Metro Detroit is the core of the market: Wayne (1,769,038), Oakland (1,288,337) and Macomb (886,221) counties together hold 39% of the state. Kent County (675,232) anchors Grand Rapids, and Genesee (401,093) Flint.
Epoxy Business School classes in Michigan
Epoxy Business School hasn’t scheduled a Michigan class yet. Classes open state by state with partner trainers who install floors for a living, in the states where enough people ask for them. Before the two days on the slab, students complete The Epoxy Playbook: recorded installation training, with full installs you can replay, plus the business side of pricing, quoting and selling. It’s required before the hands-on class.

Questions
Do I need a license to install epoxy floors in Michigan?
It depends on the job. Residential work of $600 or more in a licensed trade needs a LARA residential builder or maintenance and alteration license, which takes a 60-hour prelicensure course and a state exam. A 2018 law took painting off the licensed trades and floor coating has no trade of its own, so ask LARA in writing whether your coating work needs a license before your first job over $600.
What VOC limit applies to floor coatings in Michigan?
100 grams per liter for floor coatings manufactured on or after January 1, 2023, and 250 g/L for industrial maintenance coatings, under Michigan's Rule 662, which adopts the Ozone Transport Commission's 2011 model rule. Products from manufacturers making less than 1 million gallons a year don't have to meet it until January 1, 2027.
When does a Michigan coating business need workers' comp?
When you regularly employ three or more people at one time, part-time included, or at least one person for 35 hours or more a week for 13 weeks or longer in the past 52 weeks.
